My working hypothesis is that after pharma stopped being able to market opioids directly to consumers they turned to governments as mass buyers. I have no direct evidence that pharma funds the push for "safe supply" ( in which the government buys lots of opioids and hands them out for free), but every one of my tinfoil antennae bristles with near-certainty that that is what is behind the fervent campaign for it in the face of all of its grotesquely tragic harms.
